Its not really clear which offer you had ordered, regardless, its not uncommon for a waiter/ess to not explain clearly at the time of the order the exact conditions.
Be it because they are busy or simply not properly informed of the offer and its limitations.
However we do apologise in advance of knowing the full details for any unpleasant situation you have experienced here.

The cloth napkins really make the whole experience much more enjoyable and there seems to always be something new on the menu.
